First issue or renewal of a driving licence.

You are eligible to a Hungarian driving licence if you meet the medical fitness, driving aptitude, training and test requirements, as well as the minimum age and driving skill requirements relating to the driving licence category obtained. Furthermore you have to have your normal residence in Hungary, and you should not be considered unfit to drive from the road safety point of view.

 

The first issue and the renewal of a driving licence  is launched automatically by the competent authorities, provided that each precondition is fulfilled.  Such preconditions are:

Where the requirements of the automatic issue or renewal are not fulfilled, you have to submit your request personally at any of the driving licence authorities (Kormányablak).  

Please bear in mind that your presence is inevitable during the procedure, application by proxy is not permitted.

As a general principle, a driving licence may only be issued or renewed  in the Member State of normal residence.  

Normal residence is the Member State where a person usually lives, that is for at least 185 days in each calendar year, because of personal and occupational ties, or, in the case of a person with no occupational ties, because of personal ties which show close links between that person and the place where he is living.

However, the normal residence of a person whose occupational ties are in a different place from his personal ties and who consequently lives in turn in different places situated in two or more Member States shall be regarded as being the place of his personal ties, provided that such person returns there regularly. This last condition need not be met where the person is living in a Member State in order to carry out a task of a definite duration. Attendance at a university or school shall not imply transfer of normal residence.

 

During the procedure you have to declare your normal residence. Having a registered Hungarian address is a prerequisite to do so. During the automatic first issue and renewal, you need to provide the declaration electronically. In the case of first issue, you may provide the declaration when submitting the application of the driver’s test. 

First issue of a driving licence

In order to get a first driving licence issued, you have to attend a driving course at a driving school (Please note, hyperlink points at information in Hungarian.).

In the driving school, you must first attend a theory training followed by a theory exam. After having passed the theory exam, you have to attend a practice driving course followed by a driving test. Upon successful completion of the training requirements the authorities issue an electronic examination certificate and send it to the driving licence register so that it will be already available when you apply for your driving licence.

Already before the theory test, you have to pass a medical fitness examination carried out by your GP. If found medically fit to drive, the GP issues a certificate of medical fitness, which is sent electronically to the driving licence register for later use. Please remember to keep the paper certificate you receive from your GP. You will have to present it at the driving school and you might also need it later when applying for the driving licence.

You are also required to complete a first aid training course and pass a test organised by the Hungarian Red Cross (English version available). You can follow the first aid course any time irrespective of your driver training. If you successfully complete the first aid course, you will receive a certificate. The certificate will be sent electronically to the driving licence register for later use but please remember to keep the paper certificate, which you still may need when applying for your driving licence.

Renewal of the driving licence

Please bear in mind that only drivers having their normal residence in Hungary are eligible for a Hungarian driving licence.  

Driving licence holders must undergo medical fitness checks at regular intervals to renew their driving licence.

If your driving licence is about to expire (see column 11 on the back of your credit card format driving licence) you have to see your GP, who will check your medical fitness and issue a certificate.  Your GP will send the certificate electronically to the driving licence register. Nevertheless, please remember to keep the paper version of the certificate you receive from your GP, as you will need it if your driving licence could not be renewed automatically and you would need to submit your request in person.  In the latter case you will have to submit the paper certificate to the clerk at the driving licence authority (‘Kormányablak’).

If your driving licence was issued by another EEA state (EU Member States plus Iceland, Liechtenstein and Norway) and it is about to expire, similar rules apply. You need to get a medical certificate from a Hungarian GP first than submit your request for renewal at one of the driving licence authorities ('Kormányablak’) of your choice. You need to submit your request in person, the automated renewal is not accessible for non-Hungarian EEA driving licences.  

Also, if your driving licence was issued by a third country (non-EEA state), you need to get a medical certificate from a Hungarian GP first. The next steps vary depending on the country that issued the driving licence.

Please note that the automated procedure is not accessible for third country driving licences and you need to submit your request in person and only at one dedicated driving licence authority (‘Központi Okmányiroda’).

If your driving licence was issued in a country that is contracting party to the 1949 Geneva Convention on Road Traffic or the 1968 Vienna Convention on Road Traffic you will get a Hungarian driving licence without having to pass any theory or practice exams.

If your driving licence was issued by a third country, not contracting party to any of the above conventions, the driving licence authority will assess the driving licence categories you have and decide to which European driving licence category/categories they correspond. Depending on the outcome of the assessment, you might need to pass a theory exam (no course required), or alternatively both a theory and a practice exam (no course required). When successfully passing the exam(s), the certificate will be sent electronically to the driving licence register for later use.

 

Driving without a licence is an administrative offence (Please note, hyperlink points at information in Hungarian, English is not available.), falling into the competence of the Police, which, may impose a penalty.

There is no set deadline that you need to respect when requesting your first driving licence or renewing a Hungarian one.   

If you have a driving licence without expiry date, issued by another EEA Member State you have to apply for a Hungarian licence within 2 years from establishing your normal residence in (usually your arrival) in Hungary.

If your driving licence was issued in a country contracting party to the 1949 Geneva Convention on Road Traffic or to the 1968 Vienna Convention on Road Traffic, you have to apply for a Hungarian licence within a year from the start of your stay in Hungary.

If all requirements are met when you submit your request (be it in person or in automated procedure), you will receive your Hungarian driving licence within 8 calendar days; in other cases a decision is made in 25 calendar days.

When you apply for a driving licence you need to have the following documents with you:  

During a first issue procedure, you should have the paper based first aid certificate (issued by the Hungarian Red Cross) with you in case it is for some reason not available electronically.  

Similarly, take the paper version of the medical certificate with you when going to the driving licence authority. In case the certificate would not be available in the driving licence register electronically, you will have to submit it yourself.

 

You will also have to submit the payment proof of the levies and fees.

 

Please note that you cannot keep your previous driving licence! You may decide if your new, Hungarian driving licence should be delivered to the driving licence authority or to your address. If you prefer picking up your new driving licence at the driving licence authority, you have to surrender your ‘old’ driving licence in exchange to the new one on the spot. If you prefer postal delivery, do bear in mind that you have to take the ‘old’ driving licence back to the driving licence authority within 15 days!

The first issue is free of charge.

The exchange and renewal of an EEA State driving licence costs HUF 4 000.  However it costs HUF 1 500 if you have reached the Hungarian legal retirement age (Please note, hyperlink points at information in Hungarian, English is not available.) or where the driving licence is issued for a maximum of one year due to medical reasons (see column 11 on the reverse side of the document).  

The exchange of a third country driving licence costs HUF 6 200.  

The renewal and exchange in automatic procedure is free of charge.

You can submit your request for the first issue or the renewal or replacement of a driving licence issued by an EEA Member State at any driving licence authority ('Kormányablak’).

However, if you wish to exchange your third country driving licence, you can only do it at one dedicated driving licence authority, called Központi Okmányiroda (Please note, hyperlink points at information in Hungarian, English is not available.) in Budapest.

If your driving licence is issued, renewed or exchanged in an automatic procedure, the driving licence authority according to your domicile handles your file.
